The learning phase is Meta feeling out who to show your ad to, and results swing wildly until it gathers enough conversions, roughly 50 in a rolling 7-day window. Edit too much and you reset the clock. Patience here is a performance lever, not a virtue.

Roughly 50 optimization events per ad set per rolling 7-day window. The phase typically lasts about 7 days if the ad set hits the conversion rate needed to clear 50 events in that time.
'Optimization events' means whatever event the ad set is optimized for: Purchase, Lead, Add to Cart, Link Click, and so on. Not impressions or reach.
'Learning Limited' status appears in the Delivery column when Meta predicts the ad set will not hit 50 events in 7 days at the current budget or targeting.
What resets learning
Budget changes greater than 20 percent in either direction. Audience changes. Optimization event changes. Adding or removing creative. Bid-strategy changes. Pausing for more than 7 consecutive days.
Editing the budget by 21 percent triggers a reset; editing by 19 percent does not. The 20 percent threshold is the canonical line.
Renaming an ad set or editing copy variants does not typically reset learning. Changing the actual creative asset does.
How to exit faster
Consolidate ad sets to share conversion volume. Increase the budget enough to hit 50 events per week. Optimize for a higher-volume event (e.g., AddToCart instead of Purchase if Purchase is too rare).
During learning, CPA is typically 30 to 50 percent higher than the post-learning steady state. Plan budget accordingly.
