Special Ad Categories
Declare the wrong category, or fail to declare one at all, and Meta will reject or throttle your campaign. Special Ad Categories are required self-classification for regulated domains where targeting is limited to prevent discrimination: Housing, Employment, Credit (now Financial Products and Services), and Social Issues / Elections / Politics. Declaring one strips out demographic targeting, removes detailed interests, and changes how lookalikes work, so know before you build.
The four categories
Housing: home sales and rentals, mortgages, mortgage insurance, and related services. Does not cover educational content about housing rights.
Employment: job listings, recruiting services, internships.
Financial Products and Services (expanded from Credit in October 2024): banking, savings accounts, insurance, investment services, digital wallets.
Social Issues, Elections, or Politics.
What changes when you declare
Age targeting is locked to 18 to 65+. Gender is all-gender required. ZIP and postcode targeting is blocked. Location exclusions are blocked. Detailed-interest behavioral targeting is unavailable.
Lookalike audiences cannot be used. The bias-stripped 'Special Ad Audiences' variant introduced in 2019 was retired on October 12, 2022 as part of the DOJ-HUD settlement.
Location falls back to country, region, county, or city. Radius targeting around a city is stripped.
The DOJ Variance Reduction System
The 2022 DOJ settlement imposed a Variance Reduction System (VRS) that Meta runs on Housing ads to monitor and reduce demographic skew in delivery itself, not just targeting.
March 2025: customer-list Custom Audiences uploaded for Housing, Employment, or Financial campaigns hit new restrictions requiring separate consent attestation.
Enforcement
Penalty for not declaring: ads can be paused or accounts restricted. Meta's classifiers actively scan creative and landing pages and may auto-flag campaigns even if you did not self-declare.
Even a B2B SaaS for landlords or recruiters can trip the classifier. Anything user-facing in housing or employment domains is in scope.
