Frequency caps and ad delivery
Show the same person your ad ten times and you do not get ten times the result, you get resentment and wasted spend. A frequency cap limits how often one user sees you, but Meta only hands you real control in Reach & Frequency buying and in auction-based Awareness, Reach, Engagement, Video Views, and Traffic campaigns, and deliberately restricts it on Sales, Leads, and App Promotion. Knowing where you have the lever is half the battle.
Where frequency caps live
Reach & Frequency (reservation) buying: default is 2 impressions per 7 days per user. Configurable when you build the reservation.
Auction Awareness, Reach, Engagement, Video Views, and Traffic objectives: expose a Frequency Cap field under Optimization & Delivery in the ad set.
Sales, Leads, App Promotion: do not allow user-set frequency caps. Meta argues the conversion-optimization algorithm needs to decide impression count per user based on conversion probability.
Frequency thresholds
Meta's cited optimal is 1 to 2 impressions per week. Effectiveness drops sharply after roughly 3.4, and beyond that additional impressions waste budget and risk fatigue.
Practitioner heuristics: 2 to 3 per week for cold prospecting, 4 to 5 per week for warm retargeting, lower for small audiences (under 500,000).
Frequency above 3 on a cold audience with rising CPC and falling CTR is a creative-fatigue signal. Refresh creative.
Reach & Frequency vs auction
Reach & Frequency reservation buying has limited availability. You must apply for access, hit minimum audience size and minimum budget thresholds, and once a reservation is live, audience and duration cannot be edited mid-flight.
Target Frequency: introduced for some Awareness-objective auction campaigns. Lets you tell the algorithm to try to hit an average frequency rather than enforcing a hard cap.
Gotchas
Most advertisers expect a frequency cap field on Sales campaigns. Its absence is intentional, not a bug.
A single user hitting frequency 3+ in 2 days from a retargeting ad set usually signals an under-sized audience pool, not aggressive bidding. Broaden the audience instead of dropping bid.
