Bid strategies compared
Your bid strategy is you telling Meta how hard to fight for each impression, and the default is not always the right answer. Five strategies trade volume against efficiency: Highest Volume, Highest Value, Cost per Result Goal, Bid Cap, and Minimum ROAS. The correct one depends on how much you convert and how strict your CPA or ROAS targets are, so pick by your numbers, not by habit.
The five strategies
Highest Volume: no cost control. Meta spends the entire budget to get the most results possible. The default for new accounts and the right starting point in the learning phase.
Highest Value: same as Highest Volume but optimizes for the highest sum of `value` instead of count of events. Requires Purchase events with a value parameter.
Cost per Result Goal: Meta keeps average cost-per-result at or below a target you set. Individual events can vary, but the average stays near target.
Bid Cap: hard per-auction ceiling. Meta will not exceed your bid in any single auction. Maximum control, but can severely under-deliver if the cap is too tight.
Minimum ROAS: Meta only shows ads where predicted return meets or exceeds your target ROAS. If set too high, delivery stops and budget goes unspent.
When to use which
Start with Highest Volume during the learning phase to build conversion signal. The algorithm needs around 50 conversion events per ad set per week to exit learning; without that volume, Cost Cap, Bid Cap, and ROAS Goal all underperform Highest Volume.
Start Cost Cap or Bid Cap 10 to 20 percent above your proven CPA. Too tight and the algorithm under-delivers; too loose and you are not actually controlling anything.
Naming history
Lowest Cost was renamed to Highest Volume in 2022. 'Lowest Cost' still appears as a synonym in older API documentation and third-party tooling.
Switching bid strategy mid-flight resets the learning phase. Expect 3 to 5 days of unstable performance after a switch.
Bid Cap below market-clearing price means zero delivery. The campaign sits there spending nothing.
