Account and campaign hierarchy

The five tiers
Business Portfolio (renamed from Business Manager in 2024) sits at the top. It owns every ad account, Page, Instagram account, Pixel, catalog, and the people who can access them.
Each ad account holds many campaigns. The ad account level controls the spending limit, time zone, currency, and payment method.
Campaigns hold the objective and the Advantage Campaign Budget toggle.
Ad sets hold the audience targeting, placements, schedule, optimization event, bid strategy, and budget when campaign-level budget is off.
Ads hold the actual creative: image or video, headline, primary text, description, destination URL, and call-to-action button.
Which lever to pull
To change who sees the ad, edit the ad set. To change what the ad says, edit the ad. To change what counts as success, edit the campaign objective. To grant a teammate access, edit the Business Portfolio.
Why Business Portfolio matters
Meta no longer lets you run professional ads from a personal Facebook profile. The Business Portfolio is the only path. It also gives clean ownership boundaries: agencies should never own a client's Business Portfolio; the client owns it and grants partner access to the agency.
Permissions are layered. Granting someone admin on the Portfolio does not automatically give them access to ad accounts they have not been explicitly assigned to.
